Orange runs on the long tail.

Orange is an old city wearing a modern county on its shoulders. Old Towne is a destination — antique dealers, restored storefronts, a plaza people drive in for on weekends. But the businesses that live here rarely sell only one thing to only one customer. A dental practice near The Circle takes general, pediatric, and cosmetic patients. An antiques dealer ships nationally and welcomes walk-ins. A family restaurant caters, hosts private rooms, and runs lunch service. One homepage cannot rank for all of that. Google reads a homepage as being about its single strongest signal, and everything else falls off the first page.

The fix is not more keywords stuffed into one page. It is more pages — one per service line, one per category, one per the actual thing a customer types when they want it.
